The Draft Specification version 0.4

I have amended the draft specification to remove some formatting
errors (my fault entirely, I had done some amendments at home one
night using Open Office, and it really didn't like saving to .rtf for
some reason). Its now version 0.4

I have also amended a couple of points to make them optional
specifications as I realised not everyone would want an automated
sorter..

I have left version 0.3 up for comparison, but will remove it in a
week or so
