quarantined, or closed?

If "quarantine" is correct, this has already been proven, from bubonic
plague, through influenza epidemic, to children with measles/mumps in
grade school, to the SARS outbreak a few years ago: There will be
those who pay no attention to the quarantine, spreading ...
whatever ... by "accident" as they travel between areas of "illness"
and "wellness". Until very recently, the earth itself could be
considered a quarantined system.

On the other hand, crocodiles have been around how long without
noticeable innovation? Perhaps, as in physics, the question/answer
changes according to the observer.

I mean "Quarantined" in an absolute sense -- no germs, no viruses, no
DNA can enter the environment. Medical quarantines against specific
diseases would not be adequate. In fact, "Quarantined" in this
absolute sense may be difficult indeed to achieve. Also, a diseases
may possibly be the result of an innovative genetic program, but harm
to the host is not sufficient to establish that.
