What would the possibility be for the octo to be able to ping an
application when a request is updated? Right now, if we wanted our
application to alert a user when their request had been fullfilled, we
would need to be polling the request id all the time. Any chance that
it the open311 api could ping an address/send an email for various
requests when they're updated?
