Good Afternoon neighbor,
On short notice, I am asking for your support, to attend tonight's meeting of the Alcohol Beverage Regulation Committee (ABR Committee for ANC 1B) OR send a quick email to the ABR Committee chair and our ANC commissioner "in support of Protesting the expanded licensing operations of '1942' 9th Street's request to expand alcohol to the second floor"). I serve as a volunteer community member of the ABR Committee and will motion to "Protest" the license for "1942" during tonight's meeting. (SEE BELOW FOR DIRECTIONS ON EACH)
As you know, alcohol licensees/establishment operators and their patrons coming to our neighborhood can, too many nights of the the week, adversely impact our the peaceful enjoyment of our homes. Leaving all the reasons for this aside as well as the list of all potential response, one approach available where you can "push back" and require stipulations on a licensee's operations is through the ABRA (Alcoholic Beverage Regulation Administration) is via the Settlement Agreement process. In this process, the ANC, in this instance (process available to other parties which hold legal standing such as a community association or a party of 5, or adjacent neighbor), can "Protest" an establishment's alcohol license review. A successful "Protest" will result in a respective establishment's required meeting in talks with the "Protestor" to mutually agree to limiting operations or other prescriptive measures to reduce the impact of their operations by entering into a Settlement Agreement, or if unsuccessful, through arbitration. The Committee's review tonight and a formal vote on this and other matters will result in a recommendation to the full ANC during their December meeting.
A "Protest" may be initiated during several opportunities which require an ABRA license review. These are applications for: 1. A new license; 2 A renewal license (all licenses renewed on a two year cycle); or, 3. A Substantial Change. My protest tonight will motion to "Protest the request for expanded operations (using second floor and expanding occupancy) for "1942" request (See attached, official notice along with meeting agenda).
HOW TO HELP "PROTEST" THE LIQUOR LICENSE
1.a. Join tonight's ABR Committee meeting (Wednesday, November 17 - 7pm), via Zoom:

b. During "Community Comments" which are expected to take place before a committee vote, note your support of the "Protest for 1942" and perhaps describe which (i.e. the alcohol license concentration is beyond reasonable in the 1900 block of 9th Street and adversely impacting the community.
2. IF YOU CAN NOT ATTEND TONIGHT:
a. Send a quick email to our ANC commissioner and ABR Chair:
b. Tell them to support the "Protest" for 1942 at tonight's meeting and provide a quick reason (such as alcohol license concentration is too high or adverse impact of licensee operations must be controlled to reduce adverse community impact.
