On 09/14/2019 at 8:36 pm, Patrolman Edward Sperling conducted a motor vehicle stop for a vehicle which was traveling north on Water Street (State Highway 206) at a high rate of speed.
Subsequent investigation revealed that the driver identified as Joseph Cingari Jr., age, 18, from Brooklyn N.Y, had a plastic bag in his possession containing under 50 grams of marijuana. Also recovered was drug paraphernalia which consisted of a grinder commonly used to grind up marijuana and "Raw" brand rolling papers.
As a result, Cingari Jr. was arrested, processed and charged on a summons complaint with the following:
N.J.S. 2C:35-10a(4) Possession of Marijuana (under 50 grams) (Disorderly Persons)
N.J.S. 2C:36-2 Possession of Drug Paraphernalia (Disorderly Persons)
Cingari Jr. was also issued two summonses:
39:4-98 Speeding
39:4-49.1 Possession of CDS in a Motor Vehicle
Case pending court.
