One of my friends is trying to get into ruby and one of his complaints
is that the standard docs aren't as user friendly as the PHP ones. He
likes the doc format that's at php.net as upposed to the framed
monster at ruby-doc.org/core . I seem to recall someone taking the
standard docs and reformatting them like they are in PHP, with
comments, etc. But I can't get Google to tell me I'm not crazy. Do any
of you know what site I might be thinking of?

Yeah, Conor shut down the outertrack resources a while ago sadly. We
should really bug him to bring them back up. The real issue is that
the effort got fragmented by a certain developer promoting his own
hosted copy of rannotate which Conor was unable to get serverside
access too, thus killing his opportunities for live debugging. :-/
