Problem with Windows Mail while sending message with attachment

Dear OEAPI Team,

i am using OEAPI standard v3.2.3 .i have created application on .net
framework 2.0 using C# window application. this app sending message
with attachment in xp correctly but in vista it is sending only
message not attachment. i went through your C# Exe demo.
i am not able to attach file along with the message at the time of
message creation. i am sending my function as a attachment.
please find the attachment.

any response in this regards will highly appreciable. thanks in advance.
