OE doesn't exit under windows 98

Hi,
we have found a problem using Oeapi 3.2.1 under windows 98 SE, with
Outlook Express 6.0
Just install Oeapi and launcher.exe on a Windows 98 system with OE 6,
start and exit OE.
It seems that OE has exited normaly but if you look into 98s task
manager, you'll find msimn
So Outlook Express wasn't terminated

It is only under windows 98, because I havn't any similar problems
under 2000, XP or Vista
