Per instructions of Superintendent Serpas, each District Commander was
tasked with writing a 90 day crime fighting plan and strategy for
their respective districts. Below you will find the plan submitted by
the Sixth District, broken down by each unit/section within the
district.

While the Sixth District has basked in the success of posting two
years of double digit decreases in overall crime and sported an
impressive reduction in violent crime last year, our biggest
challenges are ahead of us. But certainly under this administration
and direction we are confident the Sixth District will adapt and “the
better will become the best.” To that end we offer the following:



Crime Fighting Plan


PLATOON STRATEGY:
Our platoons here in the Sixth District have always been driven by the
directive that “everybody is responsible for crime reduction.” We
believe this. Our monitoring programs in the field are good but will
become better. Our walking beats and playground patrols along with
our homeless community issues will be the focus of these interactions.

We are constantly developing our supervisors to have our officers
perform at a higher level. Monitoring and directing this momentum is
a never ending job. Our supervisors will be challenged personally to
be omnipresent on scenes, on the radio, and especially important in
the community.

As school opens each supervisor will take his/her lunch break at
participating schools in our district at least once a week. A list of
participating schools will be provided by our CoCo, Sergeant Yolanda
Jenkins. Blue light cars will be assigned to Church services as
worshippers are returning to their vehicles after services. Sgt
Jenkins will coordinate these assignments


Our newly acquired traffic units will be used during our peak hours to
address traffic related issues such as enforcement and accident
investigation thus allowing patrol officers to address calls for
service. In addition to this, these officers will be directed as
needs dictate within the district to include concerns from citizens
and NOMPAC meetings.

The following are platoon constants:

All officers will be assigned to one person units.
All officers will be mindful of current policies regarding
professionalism and courtesy as they apply to each and every contact
made in the community.
All officers shall understand and participate in the blue light
initiative.
All officers will participate in both truancy and curfew strategies.
Officers should understand the significance of these detentions.
All officers shall monitor and promptly address in a timely fashion
all calls for service.



TASK FORCE AND NARCOTICS STRATEGIES
Our Task Forces and Narcotics Units are fully staffed in accordance
with recent mandates. Each section has a sergeant and six officers.
We have replaced a Task Force Sergeant with a new Sergeant effective
Sunday July 18, 2010.

These units are driven daily by the needs and concerns of our
community and are directed by the DIU Commander and the District
Commander. These units are guided by variables that often change
daily. Certainly these proactive units stance is proactive and
reactive. The best posture is to stabilize and maintain a proactive
posture.

We can stabilize the community by effectively addressing Hotline
Complaints and Crimestopper Tips. These achieved results will proudly
display to our community that we do care and are addressing their
needs. In furtherance we will combine good police work, better report
writing and excellent court room demeanor to ensure that these
remedies are long lasting. Additionally we will network these
investigations with our federal counterparts, PSN, DEA, FBI, ATFE and
State Probation and Parole.


Task Force Constants:
All Task Force Supervisors/Officers will coordinate on a daily basis
with the DIU Lieutenant all current crime trends and deployment
strategies.
All Task Force Units will retrieve an updated wanted list from data
system and from within the district.
Task Force Units will make fugitive checks in accordance with current
FOB directives.
Task Force Units will support the platoons on all code two calls, not
only on shift changes but throughout their tour. The coordination of
this task will be between platoon and task force rank.


Narcotics Unit Constants:
The Narcotics Unit will handle all narcotics related Hot Line and
Crimestoppers Tips, as well as any assigned investigation to include
NOMPAC complaints.
The Narcotics Unit will be required to develop and register new
confidential informants.
The Narcotics Unit will be focused on reducing the availability of
drugs by effectively preparing and executing search
warrants.
No Search Warrant will be served without a fully prepared warrant
execution plan. This will include all safeguards available and a
supervisor present during the warrant service.



DISTRICT INVESTIGATIVE UNIT:
Our District Investigative Unit is currently in line with bureau
mandates regarding staffing. The DIU handles most criminal
investigations within the district. This unit is charged with the
responsibility of completing a thorough and professional investigation
with the design of apprehending responsible parties. The coordination
of investigating, apprehending and assisting successful prosecution
shall be the guidelines for this unit.

DIU Constants:
DIU shall analyze each and every crime to assist the DIU Lieutenant in
his deployment strategies.
DIU will at times participate in proactive strategies aimed at
curtailing criminal activity.
DIU will identify and maintain a list of targeted offenders, which
will be current as to each offender’s custodial status. This
information is critical to the development of daily proactive
strategies.


PROJECT SAFE NEIGHBORHOOD:
Our PSN Detective has achieved remarkable results thus far. Our
detective will be affixed to our proactive programs to ensure that
arrest cases involving violent offenders with firearms are reviewed
and recommended to the appropriate court for prosecution. The PSN
Detective will be a conduit between both state and federal government
to ensure that the aforementioned goals are achieved. All information
derived from briefings on both old and new cases will be coordinated
by the DIU Lieutenant and presented in both district and head quarters
comstat.


COMMUNITY COORDINATOR:
Our Community Coordinator, Sergeant Yolanda Jenkins, will be at the
helm as she guides our district toward acquiring and maintaining
stronger relations within our community. Sergeant Jenkins has not
only coordinated our community interest but she also oversees our
Quality of Life Officer, our Crime Prevention Officer and our Magazine
Street Squad.

Each and every of the above mentioned entities have a direct bearing
on the effectiveness on our ability to interact with our community.
We have used the below listed programs to bolster our commitment
within these community programs.

Concerns
The Sixth District is charged with perhaps the biggest challenge in
its history. That challenge is clearly defined in the mixed income
housing concept. All three phases and the commercial compliment of
the River Gardens is complete. This is the first of the mixed income
housing sites fully occupied since Hurricane Katrina. Harmony Oaks
formerly the C.J. Peete Housing Development offers four hundred and
eighty onsite and fifty off site units. Currently one hundred and
twenty nine are occupied. Additionally underway is the redevelopment
of the Calliope and Melpomene Housing Developments. This housing
concept will allow most of public housings former residents to return
to the Sixth District. Not only is this a major concern of this
district but I am confident that the eyes of both the state and the
nation are carefully reviewing this mixed income housing concept.

We have prepared daily proactive strategies to ensure a quality of
life to these returning residents unlike before. We have added blue
light patrols, proactive patrols and community initiatives to each of
these challenges. Our July 29, 2010 community walk will take place in
the River Gardens Development. Our 5X5 program is nearing Harmony
Oaks. This week we met with the Chicago Cease Fire Program along with
Dr. Peter Scharf to direct this grant here in the Sixth District
toward the needs of mixed income housing residents.



Conclusion
While each and every one of these listed strategies covers most of our
commitments to crime reduction none shall overshadow or be less
mindful of the needs and concerns of our citizenry. Each supervisor
and officer shall always address the citizens of this community as
they would address a member of their family.
