Respected Madam,
Greetings from Yamuna Jiye Abhiyaan.
Allow us to draw your kind attention to our earlier communication dated 25.7.2011 just after your good self took over as the new Minister, regarding an urgent matter pending from the tenure of Sri Jairam Ramesh.
Madam, the said matter is the long pending River Regulation Zone (RRZ) Notification for which an expert body has been created in the MOEF but which is still to come out with a draft for the same.
Now the urgency of the RRZ has yet again been underlined by the devastation currently being witnessed in the flood plains of the Mahanadi river system, where for want of a suitable legal regulatory instrument the flood plains have been taken over and converted at will into non compatible land uses with the result that we are faced with now.
Madam, floods in rivers in our country are natural monsoonal phenomenon which prove calamitous only when we humans tend to encroach upon the river's lands without any regulatory constraint.
We hope that your honour would find merit in our appeal and suitably instruct the said expert committee in the MOEF to complete its task with a sense or urgency and purpose that is long over due as the question of a RRZ for the country has been pending since the year 2002, when for the first time it was the very MOEF, ably assisted by a team led by Prof. Brij Gopal at the JNU, that had started the said work, but in vain till date. In the meantime not only the rivers that have suffered from a lack of RRZ but also the people who have suffered from floods in its absence.
