Dear Members,
The Education Sector Working Group has informed us that, in line with donor guidance and in agreement with the government and relevant stakeholders, organizations that have already submitted their EoIs may revise or update their submissions. You may also include a new project if required.
Revised submissions will be accepted until the extended deadline of 28 September 2025.
If you choose to resubmit your EoI, kindly inform ESWG separately so that they can disregard/delete your earlier submission.

Dear Member,
This is to inform you that the deadline for submitting Expressions of Interest (EoIs) for the ECW FER Grant has been extended and will now remain open until 28th September 2025. The extension allows additional time for more organizations to apply for this funding opportunity.
As highlighted in the communication below from ESWG–EiE, please ensure that your submissions strictly follow the provided guidelines, including word limits and all mandatory attachments (such as HACT, PSCA, and HR/Financial documents). For details regarding the selection criteria and submission process, kindly refer to the orientation presentation shared earlier.

Subject: Funding Opportunity: ECW FER Grant for National NGO Consortiums
Dear Education Sector Working Group (EiE) Members
Education Cannot Wait has made up to 2 million USD for a First Emergency Response Fund (FER) to implement the 2025 floods response in Pakistan.
You are invited to submit expressions of interest for a grant of up to 2 million USD under the First Emergency Response Funds.
Who can receive the funds: Through this Expression of Interest, we want to identify a single consortium, led by a national NGO and composed of local partners only. Please note that to receive direct funding from ECW, an organization must answer yes to all the eligibility criteria in the form.
Who will review the Expressions of Interest: The EoIs will be reviewed by an independent Grantee Selection Committee that is composed of organizations that will not be applying as grantees themselves (more information on the committee below). Through confidential scoring, the Committee will decide which candidate organizations are invited to submit a full proposal. Submitting the EoI/CN and the Application does not guarantee an organization will be selected as a grantee.
The Grantee Selection Committee (GSC) will be composed of members from Steering committee (SC) including Federal and provincial Education ministry/departments, Donors /development partners, members from those organizations who are not submitting applications as grantees, of these two members one will act as gender focal point. To facilitate the timeliness of the process, the Education Sector Working Group (ESWG) Coordinators will participate as an observer with the secretarial and process facilitation function. Coordinators will not have a vote/say in the selection process or influence on the process.
How can I ensure my Expression of Interest is aligned with the education in emergencies sector response and ECW priorities : A Technical Note based on the ESWG response has been developed to provide background and needs of ground ( attached ). This should be supplemented with information from your own organization to demonstrate your added value. Note: All ECW grants must be gender and disability responsive, we therefore encourage you to use the PGI checklist as you develop your application.
How do I submit an Expression of Interest: Kindly send the completed EoIs or submission by filling the attached form by 5pm 20th Sep, 2025: The consortium lead should fill and submit this EoI/CN (toll attached ), in consultation with consortium national members.
Where can I find out more information: The ESWG will plan to conduct an orientation for all interested applicants on September 17, 2025, at 2.30 pm ( team link given below)
