It has been about 48 years now since the HRBR, OMBR East of NGEF and HBR layouts were formed by BDA. Sites of various dimensions and descriptions were carved out in these layouts and alloted them to eligible applicants as per seniorirty. One of the pre-conditions for allotment was to take back allotted sites and re-allot them to other eligible applicants if the original allottees do not construct houses within 3 years from the date of allotment. This stipulation of 3 years was however raised to 5 years through subseque amendment. But the fact remains hundreds of sites in these layouts still remain vacant for decades.The question needs to be answered by the authorities in BDA, BBMP, UDD, the Chief Secretary, the people's representatives including ministers, how such serious and glaring thimgs could happen for such a long time without their notices. If the present government is really serious about giving a good administration then it has to take appropriate actions against the authorities and officials by holding them responsible for such acts of omission and commission in the larger larger interest of public.
These vacant sites by default have become mini forests within the layouts and looks as if they are no mans' land. Neither the owners nor the authorities have thought that it is their joint responsibility at least to keep these sites clean and not to cause any nuisance and hardships to the immediate neighbours in particular and the residents of the layouts in general. They are filled with all sorts of vegetations, garbage, debris, caracasses etc. With all these, vacant sites have become ideal places for breeding harmful insects like mosquitoes, poisonous snakes and other reptiles including rodents. They also serve as safe hideouts for criminals. The neighbours including BBMP workers find these sites convenient to dump debris, garbage, caracasses etc into these vacant sites.
They are 'HELL' next door for immediate neighbours. Ever increase in mosquito population in these vacant sites has been one of the main cause for people to suffer from such epidemics as 'Chickengunes' 'dengu' etc in these layouts. To give specific inatances my mother-in-law died of 'dengu' about fifteen years ago. I, myself suffered from ' Chickengunea' about 8 years back which left me physically hanicapped. Same is true in the case of my wife and son who suffered from 'dengu' about 5 years ago. Similarly many people in the aforesaid layouts suffered from same epidemics. There were cases of snake menaces uncluding snake bites suffered by residents of these layouts. To be specific I have spent a couple of thousands towards catching and deporting of poisonous snakes which invaded my house in the past three decades. Unbearable stench emanating from freqient dumping of wet gar bage, caracasses of dogs, cats, rodents etc apart from constant fear of spreading of diseases have always been a great concern for the residents in the layouts. With the increase in rodent population, the snake population are also in the increase. Criminal activities such as thefts, burglary etc have comparatively increased in manifolds in these layouts.
There are mandatory provisions in the KMC Act & Rules, BBMP Act & Rules, Byelaws to keep the vacant sites clear of vegetations, debris, garbage etc. The BBMP is empowered to get vacant sites clean up either by itself or by the owners of vacant sites. It has got power to issue notices and also impose penalties on vacant site owners. Despite above empowerment, the BBMP is very defiant and indifferent to attend & resolve the issue.
I would like to highlight an unfortunate incident that had taken place a couple of years ago. I had sent a WhatsApp message to Sri. D. Randeep, Special Commissioner (Health) BBMP bringing to his notice the vaccant site issue with a request to use his good office to find a permanent solution. I was really shocked to receive a response from this IAS officer saying vacant sites are private properties and the BBMP does not intend to involve in unnecessary litigations. I however made him to realise by quoting relevant sections in KMC Act & Rules, BBMP Act & Rlues and also Byelaws of BBMP that he was either ignorant of law or trying to mislead me. This is the attitude and approach of most of the officials of BBMP even at the higher level of administration.
As a senior citizen, social activist & President of both Kalyana Nagara Residents' Welfare Association (KRWA for short) & Federation of North-East Residents' Welfare Associations ( NERWA for short ) I would like to bring the aforesaid issue to your notice with the fond hope that justice denied so far is not delayed any more.
