Builder NOC Charges

Is there any capping on the charges for the NOC provided by Builder in case of Resale of Flat to third party.

As checked with Builder, he is asking for per sq ft amount but not agreeing to ask this in written only verbal communication.

How to proceed further to secure NOC in this case?

As per RERA norms it is capped upto 25k, but builder is not complying to it.
