During a recent telephone conference I learned of a project and materials set from U of Oregon called "Climate Masters". Oregon Extension is using it for education at the individual citizen level in communities.

The materials include:
A Handbook (free download, and permission to localize it, with appropos credit/reference), free/registration required.
Training Manual for Community Organizers.

If your programming is about "energy efficiency" rather than "climate change", do not overlook this resource. Since mitigation and adaptation re climate change includes energy efficiency, it might still be of use to you.
