Dear Friends,
In the first four months of the year 2022, around 10 people have already lost their lives inside sewers in the area of Delhi NCR. Not all sewer/septic tank deaths are recorded every year. To what extent do deaths really occur in India?
Workers working in the cleaning of Sewer/ septic tank/ open drains come under the definition of sanitation workers as defined by Indian Law. These sanitation workers are exploited in every aspect of their life. They work under exploitative private agencies which makes them work under government obligations (contracts). Laws, rules, and guidelines have also provided measures to protect them. Despite these arrangements, the condition of the sewer workers is worsening every day.
An uncertainty always looms on the head of sewer workers about their livelihood due to the contractual system. This uncertainty is getting worse. Due to the fear of uncertainty of livelihood, they are exploited in an inhuman way.
Thousands of sewer workers are working under contractors in Delhi. This number will increase manifold when we include the NCR region as well. Working under hazardous and deadly gases is a perilous job for sewer cleaners. Most of the workers fall ill and get injured due to continuous exposure to the gases and do not receive any kind of compensation, health facility, or help in other form.
The functions performed by the concerned departments of the government should reflect an understanding of democracy and ethics. These reflections should be passed on to the work of sanitation workers. However, what we see is that decisions are undertaken and implemented on the basis of political, social, and religious status which is contrary to the concept of justice. With respect to Safai Karamcharis, work is being done against the concept of justice, morality, democracy, and even business.
· The Convention titled "Sewer, Struggle and Livelihood: National Convention on Sewer Workers’ Issue" will be held on 21st May Saturday (10:30 AM - 5:00 PM) at Speakers Hall, Constitution Club, New Delhi
· The aim of the Convention is to bridge the gap between policy makers, implementation institutions, and employees.
· The Convention will be attended by 150-200 sewer workers
· Sewer/ Septic tank workers and the family of victims will share their testimonies.
· The panel of the convention includes representatives from government
bodies, organisations, trade unions, and legal background.
The Convention on Sewer Workers’ Issue will be held on 21st May (10:30 AM - 5:00 PM) at Speakers Hall, Constitution Club, Rafi Marg, Sansad Marg, New Delhi and aims at bringing attention and aims at bridging the gap between policymakers, implementation
institutions, and employees.

सीवर कर्मचारियों के मुद्दे पर कन्वेंशन

प्रिय साथियों,
वर्ष 2022 के पहले चार महीनों में, दिल्ली एनसीआर के क्षेत्र में लगभग 10 लोग पहले ही सीवर के अंदर अपनी जान गंवा चुके हैं। हर साल सभी सीवर/सेप्टिक टैंक में हुई मौतों को दर्ज नहीं किया जाता है। भारत में वास्तव में मौतें किस हद तक होती हैं?
सीवर/सेप्टिक टैंक/खुले नालो की सफाई में काम करने वाले कर्मचारी भारतीय कानून द्वारा परिभाषित सफाई कर्मियों की परिभाषा के अंतर्गत आते हैं। इन सफाई कर्मचारियों का उनके जीवन के हर पहलू में शोषण किया जाता है। वे निजी एजेंसियों के अधीन काम करते हैं जो उन्हें सरकारी दायित्वों (अनुबंधों) के तहत काम करवाते हैं। कानून, नियम और दिशा-निर्देशों में भी इनकी सुरक्षा के उपाय बताए गए हैं। इन व्यवस्थाओं के बावजूद सीवर कर्मचारियों की हालत दिन-प्रतिदिन बद्तर होती जा रही है।
ठेकेदारी व्यवस्था के चलते सीवर कर्मचारियों के सिर पर उनकी रोजी-रोटी को लेकर हमेशा अनिश्चितता बनी रहती है। यह अनिश्चितता बढ़ती ही जा रही है। आजीविका की अनिश्चितता के डर से उनका अमानवीय तरीके से शोषण किया जाता है।
दिल्ली में हजारों की संख्या में सीवर कर्मचारी ठेकेदारों के अधीन काम कर रहे हैं। जब हम एनसीआर क्षेत्र को भी शामिल करेंगे तो यह संख्या कई गुना बढ़ जाएगी। सीवर कर्मचारी का काम खतरनाक और घातक गैसों के तहत है। गैसों के लगातार संपर्क में आने के कारण अधिकांश कर्मचारी बीमार पड़ जाते हैं और घायल हो जाते हैं और उन्हें किसी भी प्रकार का मुआवजा, स्वास्थ्य सुविधा या अन्य रूप में सहायता नहीं मिलती है।
सरकार के संबंधित विभागों द्वारा किए जाने वाले कार्यों में लोकतंत्र और नैतिकता की समझ होनी चाहिए। इन प्रतिबिंबों को सफाई कर्मचारियों के काम पर पारित किया जाना चाहिए। परन्तु हम देखते हैं कि निर्णय राजनीतिक, सामाजिक और धार्मिक स्थिति के आधार पर लिए और लागू किए जाते हैं जो न्याय की अवधारणा के विपरीत है। सफाई कर्मचारियों के संबंध में न्याय, नैतिकता, लोकतंत्र और यहां तक कि व्यापार की अवधारणा के खिलाफ काम किया जा रहा है।
• "सीवर, संघर्ष और आजीविका: सीवर कर्मचारियों के मुद्दे पर सम्मेलन" 21 मई शनिवार (सुबह 10:30 बजे से शाम 5:00 बजे) को स्पीकर्स हॉल, कॉन्स्टिट्यूशन क्लब, नई दिल्ली में आयोजित किया जाएगा।
• कन्वेंशन का उद्देश्य नीति निर्माताओं, कार्यान्वयन संस्थानों और कर्मचारियों के बीच की खाई को पाटना है।
