Hundreds of tribals of affected villages, protesting against iron ore mining in Rowghat mountains, have blocked the road in village Khodgaon since Saturday night, 26.03.2022, and are sitting on a dharna. Bhilai Steel Plant received permission from the Environment Ministry on 25.01.2022 to mine 3 lakh tonnes per annum ore and transport it through roads. But till date, no Gram Sabha of any affected village has given its consent to this mining project, thereby making the mines illegal.
It may be recalled that only two weeks ago, on 15.03.2022, when BSP's contractor Dev Mining Company started iron ore transportation by attempting to evacuate two truckloads of iron ore, the villagers got angry and ensured that the Tipper truck drivers emptied out their loads in the middle of the village Khodgaon. At that time, the villagers had declared that this mining was illegal and tried to register an FIR against Dev Mining Company on the charge of theft of ore, and also under the Scheduled Tribes (Prevention of Atrocities) Act, but the police did not register it.
Villagers say that again some tipper trucks have clandestinely gone up the Rowghat mountains at night, taking advantage of the darkness. Thus, to stop this illegal mining, the villagers have been practically living on this road since Saturday night, cooking there, sleeping there and continuously guarding the road. On the morning of Sunday, 27.03.2022, the villagers have also constructed a checkpoint on the road. People from many nearby villages have come out in support – Khodgaon, Khadkagaon, Binjali, Parlabhat, Khairabhat and other Rowghat mine affected villages are there at the spot.
It is pertinent to note that as per clause A(xxii) of Environment Clearance granted to the Company on 04.06.2009, all trucks are permitted to ply on these roads only during daytime, and any transportation during night is strictly prohibited. The Company has also assured the Ministry of Environment several times that all transportation will be during day time. So not only is the mining completely illegal, the surreptitious attempts to ferry the trucks at night time directly flies in the face of the environmental clearance.
According to the villagers, the BSP company has been making many false promises to the villagers for many years, but is not fulfilling any of them. After the trees were felled in the mine area at the top of the hill, the loose soil had flown down during the rains, and surrounded the Khodgaon camp. When the government cannot even secure its own camp from this mining, then how will our villages, our homes, our farms be made safe? According to tribal traditions, the adivasi deity Raja Rao resides at Rowghat, and it is a holy place for them. Also the people of Rowghat region have faith in several deities located here, which are an important part of their culture such as the gods Gumankal and Gadelkal, who live in the land of the mining lease. Many more such important deities will be insulted by mining, which hurts the religious sentiments of people.
Not only this, all the surrounding villages are dependent on these mountains for their minor forest produce, and for medicines. It is said that when there was a lack of rain here a few decades ago, people had spent many years by drinking honey in the mountain forest and eating wild tubers, and herbs.
The villagers inform that there is constant pressure coming from the police and the collector's office that this dharna should be stopped. On one hand the villagers are being threatened that they will be implicated in Naxalite cases, on the other hand they are being called to the Janpad office and offered bribes that they can get anything they want from the authorities.
Some of the mining-affected villages have also obtained Community Forest Rights and Community Forest Resource Rights under the Forest Rights Act 2006, which are being directly violated by this mining project.
All the affected villagers and the agitating people who are blockading the road in Rowghat area demand that the mining project should be closed, the approval for the mines should be canceled and no decision should be taken without the free and informed consent of the Gram Sabha.

“रावघाट माईन्स से लौह अयस्क का निर्वहन नहीं होने देंगे” – ग्रामीण

रावघाट खदान से लौह अयस्क के खनन पर आपत्ति जताते प्रभावित गाँव के सैंकड़ो आदिवासी शनिवार की रात, 26.03.2022,से खोडगाँव मे सड़क जाम किये, वहीं धरने पर बैठे हैं। भिलाई स्टील प्लांट को 3 लाख टन प्रतिवर्ष अयस्क खनन कर, उसे रोड से निर्वहन करने की अनुमति दिनांक 25.01.2022 को पर्यावरण मंत्रालय से मिली थी। पर अभी तक किसी भी प्रभावित गाँव की ग्राम सभा ने इस खनन परियोजना को सहमति नहीं दी है।
याद हो कि मात्र दो सप्ताह पहले दिनांक 15.03.2022 को जब बीएसपी के कॉन्ट्रेक्टर देव माईनिंग कम्पनी ने लौह अयस्क के लदे दो ट्रकों के परिवहन की पहल की थी, तब भी ग्रामीणों ने आक्रोश में आकर टिप्पर ट्रक चालकों को ग्राम खोडगाँव की बीच सड़क में अपने अयस्क से भरे ट्रकों को खाली करने पर मजबूर किया था। तब ग्रामीणों ने इस खनन को गैर कानूनी करार कर देव माईनिंग कम्पनी के खिलाफ चोरी के आरोप में और अनुसूचित जनजाति अत्याचार निवारण अधिनियम के तहत FIR करने की भी कोशिश की थी, पर पुलिस ने उसे दर्ज नहीं किया।
ग्रामीणों का कहना है कि दोबारा से रात के अंधेरे का सहारा लेकर कुछ टिप्पर ट्रक रावघाट पहाड़ी चढ़ गये हैं। यह जानना आवश्यक है कि दिनांक 04.06.2009 में कम्पनी को दी गई पर्यावरण स्वीकृति की कंडिका A(xxii) में रात के दौरान किसी भी ट्रक का इन सड़को पर परिवहन सख्त प्रतिबंधित है, और कम्पनी ने पर्यावरण मंत्रालय को कई बार आश्वस्त किया है कि समस्त परिवहन दिन के समय ही होगा। इस गैर कानूनी परिवहन को रोकने के लिये शनिवार की रात से ग्रामीण सड़क पर ही खाना बना रहे हैं, सो रहे हैं, और निरंतर पहरा दे रहे हैं। रविवार दिनांक 27.03.2022 की सुबह ग्रामीणों ने सड़क पर नाका भी बना दिया है। आस पास के कई गाँव से लोग समर्थन में आये हैं- खोडगाँव, खड़कागाँव, बिंजली, परलभाट, खैराभाट और अन्य रावघाट खदान प्रभावित गाँव।
ग्रामीणों के अनुसार बीएसपी कम्पनी कई वर्षों से सुहावने वायदे कर रही है, पर उनमें से किसी को पूरा नहीं कर रही है। उन्होंने बताया कि पिछले वर्ष जब पहाड़ी के ऊपर खदान क्षेत्र पर पेड़ कटाई हुई थी, तो बरसात में मिट्टी बह कर खोड़गाँव के कैम्प तक पहुँच गई थी। जब इस माईनिंग से कैम्प को भी सुरक्षित नहीं कर सकती सरकार तो हमारे गाँव, हमारे घर, हमारे खेत कैसे सुरक्षित रहेंगे? आदिवासी परम्परा में रावघाट पर राजाराव बसते हैं, और वह उनके लिये एक पवित्र स्थल है। साथ ही रावघाट क्षेत्र के लोगों की आस्था यहाँ स्थित कई देवताओं पर है, जो उनकी संस्कृति का महत्वपूर्ण हिस्सा है जैसे कि देवता गुमंकल और गडेलकल, जो कि खनन क्षेत्र की भूमि में ही बसते हैं। ऐसे कई और महत्वपूर्ण देवताओं को खनन की वजह से आहत पहुचेगी।
यही नहीं, आसपास के सभी गाँव इस पहाड़ी पर अपनी गौण वनोपज के लिये, औषधियों के लिये निर्भर है। बताया जाता है कि जब कुछ दशक पहले यहाँ पर बरसात का अभाव था तो इसे पहाड़ के जंगल में मधु पीकर और जंगली कन्दमूल, जड़ीबूटी खाकर लोगों ने कई साल गुज़ारा किया था।
ग्रामीणों ने बताया कि पुलिस और कलेक्टर ऑफिस से निरन्तर दबाव आ रहा है कि इस धरने के बंद किया जाये। एक तरफ ग्रामीणों को धमकाया जा रहा है कि नक्सली केस में फंसा देंगे, दूसरी ओर उन्हे जनपद ऑफिस बुलाकर लुभाया जा रहा है, कि क्या चाहते हो, सब कुछ देंगे। माईनिंग प्रभावित कुछ ग्रामों को वन अधिकार मान्यता कानून 2006 के तहत समुदायिक वन अधिकार पत्र भी मिला है, जिसका यह खनन परियोजना एक सीधा सीधा उल्लंघन है।
समस्त प्रभावित ग्रामवासियों और नाका लगए हुए जुझारू लोगों कि मांग है कि रावघाट खनन परियोजना बंद की जाए, खदान की स्वीकृति रद्ध हो और बिना ग्राम सभा के कोई भी निर्णय नहीं लिया जाए।
