Dear Editors, Bureau Chiefs and members of the media fraternity,

The Parliament of India recently passed the ‘SHANTI’ Bill, through which it seeks to make far-reaching amendments to the Atomic Energy Act 1962, and the Civil Liability for Nuclear Damage Act, 2010.

Ironically called the 'SHANTI' Bill (Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India), these amendments face substantial criticism despite the government's claims of 'modernizing' India's nuclear sector.

This bill aims to create an over‑centralised, pro‑private nuclear regime with weak liability for nuclear accident damages, limited victim access to justice, and inadequate independent regulation.

Environmental and movement groups are of the view that this Bill should not have been passed in its present form. We also appeal to the President of India to not assent to this Bill. 

We are organizing an important press conference to highlight our concerns regarding this Bill and share our detailed analysis.

WE DEMAND:

1) Immediate withdrawal of the SHANTI Bill, 2025, and related amendments to India’s nuclear laws

2) No privatization or private control over India’s nuclear power sector

3) Protection of public safety, environmental integrity, community rights, and national security

4) Referral of the Bill to a Parliamentary Standing Committee and initiation of wide consultations with independent scientists, environmental experts, and civil society.
