Dear all,
Below is an urgent appeal from human rights activists and organizations who have, over many years, been involved in bringing the NHRC’s numerous violations of the Paris Principles to the attention of the Accreditation Committee of the Global Alliance of National Human Rights Institutions (GANHRI).
Brief context: GANHRI is a network of National Human Rights Institutions (NHRIs) across the world. The Sub-Committee on Accreditation (SCA) of GANHRI has its Secretariat in the office of the UN Commissioner for Human Rights Office and conducts periodic reviews of the National Human Rights Institutions of UN member countries.
The NHRIs are assessed and graded based on their effective compliance with the Paris Principles as ‘Grade A’ (fully compliant) or ‘Grade ‘B’ (partial compliance).
The National Human Rights Commission of India (NHRC) is due for the SCA Review this year (48th SCA Session from 9th to 20th November, 2026). This comes after the NHRC was recommended for a downgrade from ‘A’ to ‘B’ by the SCA in March, 2025 owing to continuous non-compliance with the Paris Principles and ignoring the recommendations regarding non-compliance. The NHRC challenged this recommendation to downgrade in Nov/Dec 2025, but this challenge was unsuccessful.
Activists have also provided the Committee with concrete evidence of the NHRC's failure to act on complaints of grave human rights abuses in the country.
With the 2026 review coming up soon, it is being understood that GANHRI and the Accreditation Committee, SCA are coming under intense lobbying and political, diplomatic pressure from the Indian authorities.
It is in this backdrop that there is a need to convey a collective and clear stand regarding NHRC, from civil society and people's organizations across India.
The All India Network of NGOs and Individuals Working with National and State Human Rights Institutions (AiNNI) is planning to send a submission to the Accreditation Committee based on the key points elaborated in the advocacy briefer and a poster (enclosed). These are available so far in English, Hindi, Telugu, Kannada, Marathi, Odia and Gujarati.
Endorsements from both organisations and individuals are requested and there is also an option for anonymous endorsement, if required. Please do consider making an organizational endorsement, if possible and also an individual endorsement.
Let not the NHRC get away with systematic violations. It needs to be held accountable as per international and Indian law and the Constitution.
Zindabad!
