Dear Friends,

Greetings! Jai Bhim! Johar!

There have been a continuous stream of new developments and changes taking place which in turn will impact the implementation of SCSP and TSP along with its diverse affect on the Economic Rights on Dalits and Adivasis. 

In addition the demonetization which has negatively affected the lives, livelihood of Dalits and Adivasis who have been largely (86%) dependent on cash economy especially in the informal sector. Lack of  or high restrictions on liquidity has curtailed payment of wages, small and medium businesses and had irrevocably affected the lives. The real picture will come out post Jan 2017 after the Rabi and Khariff seasons. 

Coming back to our core focus, as we do it every year we are now in process of preparing for the pre-budget consultation with the Finance Ministry which is scheduled for the 26th Nov in Delhi. NCDHR has been invited to be part of this consultation. 

Some of the recent changes that have taken place are as follows:

1) Merging of Plan and Non Plan components 
2) The Railway budget has been done away with and it will be part of the general budget
3) The National Development Council has been replaced with the National Development Agenda
4) Five year plans have been abolished and replaced with Vision 2022
5) The centrally sponsored Schemes (CSS) has been reduced from 66 to only 28
6) The schemes have been categorized as 1) Core to core- All schemes which will be legislated and made compulsory to implement- SCSP TSP also part of this 2) Core- Priority areas of the government-eg. SSA 3) Optional- The states will have the option to implement it or not

We have engaged with communities of Dalit and Adivasis on the nature of schemes which are critical and in addition we have also consulted with certain experts including Dr. RC Gandhi, CBGA, Dr Narendra Jadhav on the post plan/non-plan merger and as well as consolidation of Centrally Sponsored Schemes. Pls find attached a Peoples Budget in the form of schemes - maintaining the level of financial flows as per the Jadhav guidelines and Sridharan's guidelines- within the frame of the Budget Circular issued by the Financial Ministry in September 2016 for the union Budget 2017-18.

I request your inputs and your suggestions  by 23rd of November so that we can incorporate these changes. I am sorry for the short notice . Finance ministry has pre-poned the pre-Budget consultation almost by one and half months! 

Let us try our utmost and hope for the best despite the many challenges at this critical time. We will still need to intensify the demand for the legislation in the budget session.

Dear Paul Divakar,

Greetings of OORU Trust , Wayanad, Kerala.

Congratulations for the big attempt, continuous effort to ensure the SCSP & STSP funds. But the BJP government every year decreasing the SC&ST special component funds. The attached post budget plan is recommended us. I think we should discuss nationally this issue, will discuss the limitations and implementation defects of these funds in every state. Actual situations is that these funds are spending or not without the knowledge of the community. Because the communication with the concerned section of the people they have right to know which where this funds spending. Why not conduct a national discussion by the headship of NCDHR on this issue?
