Requesting Endorsements: Appeal by Dalits and Adivasis to the Central and State Governments in the view of Covid-19

Dear Friends,

Greetings! 

 

While we are all grappling with the COVID 19 pandemic, we are also aware that the most impact will be on the Dalits, Adivasis, trans folks, PwD and the women and children from these communities, as most remain outside any social safety net. However, we are yet to see any immediate relief measures being announced by the government to ensure these communities are protected and enabled to sustain with medical supplies, relief package, social security, livelihood support being announced for people out of work and for Dalits working in unsafe conditions, such as the sanitation workers. 

We appeal to the Government to take measures that are inclusive and non-discriminatory and keep in mind that several of these communities will be disproportionately affected. 

 

Please find our appeal and circulate this widely. We encourage you to send this Appeal to your respective state governments also, by adding your name and organisation to the signatories list. If you endorse this appeal please do send it back to us by email to leema...@ncdhr.org.in. 

 

We also encourage and urge you to place these marginalised communities in the centre of your response plans, dialogues, and collaborative engagements with the Government at different levels, both at central and state levels, including through the state IAGs. We are in the meantime trying to put an action plan in place to monitor and take effective actions to ensure the communities are not "left behind". 

 

Let us stay safe and support in each other in the lockdowns but also remember the people without homes, child labourers, daily wage labourers, sanitation workers and domestic help who may find it difficult to cope in these difficult times!

A timely appeal to government. please consider the following suggestions in the appeal

1. the information to the communities should reach them in their local languages and community friendly. leave no one behind. 

2. Dalits and adivasis are not forced to do caste based works for example sanitary works, bringing awareness to the communities through 'Drum beat' by only Dalits. in Telangana the govt. using dappu chatimpu and uggu katha traditional communication systems to bring awareness about the danger and precautions to be taken.
