Player not active but still in game

The person playing the character of Andrew has not posted since 9/4
(as far as I can tell), but he is still in the game. I thought
players were booted after 72 hours of inactivity?

The person playing Andrew has been holding up the entire game for
three weeks by not posting. This person has not been kicked from our
game, for whatever reason. Can someone kick the Andrew in Game #1109
so that we can continue the game? Pretty pretty please. Any help would
be greatly appreciated.

Should be moving ahead now.
Just for some clarification, if a player has issues all of their facts
and challenges, the 72hr rule is not in effect. This often happens
that someone has completed their tasks, but is waiting for others (or
for players to join).
In this case, the old player had dropped out. I've jumped in to push
the game through.
