IUB opens inquiry to study potential impacts of federal emissions legislation

A notice of inquiry to gather information from a broad cross-section of Iowa stakeholders on national climate change legislation, specifically the American Clean Energy and Security Act of 2009 (the Waxman-Markey cap and trade bill), was initiated today by the Iowa Utilities Board (IUB).

 

The IUB has previously held informal discussions with staff of Iowa utilities, the Office of Consumer Advocate, Iowa Department of Natural Resources, and others.

 

“The Board wants to create a factual record of evidence and understand the issues and potential impacts of the Act,” said IUB Chair Rob Berntsen. “We are hoping for a broad level of participation from Iowa stakeholders in this process to help us do that.”

 

Anyone may participate by responding to a list of questions posed in today’s written order of the Board (Docket No. NOI-2009-0002), available on the IUB Electronic Filing System (EFS) and submitting comments via the EFS, https://efs.iowa.gov. Iowa utilities, other state agencies, and non-governmental organizations in Iowa are encouraged to participate in this investigation.

 

Comments are sought by August 14, 2009, and an opportunity for reply comments will run until August 28, 2009. A technical workshop is scheduled for 10 a.m. Tuesday, September 8, 2009, in the IUB hearing room, 350 Maple Street, Des Moines.

 

As this process of gathering information is just beginning, the Board has taken no public position on issues pertaining to the proposed national legislation. The Board is very interested in hearing everyone’s concerns and comments about how it might impact Iowa.
