Thanks for enquiring Aarti. Simply received and forwarded as FYI so others could go through. I'd completely forgotten due to pandemic overload that there was some intra sectoral communication on an earlier draft in Feb 2020 which I similarly received and forwarded in interests of awareness.

Why the Ministry perpetuates this lack of transparency and inadequate representation in matters like this beats me.
