📌 PENSION & DISABLED DEPENDENTS
Someone reached out regarding permanent disability certificate for schizophrenia so as to be eligible for central govt pension as a dependent after pensioner's death.
Apparently there are issues getting a permanent certificate for mental illness as a disability. the pension authorities apparently insist on permanent disability.
Case in question : Central Govt employee died unexpectedly without putting things in place. She is survived only by her son whose life was derailed by schizophrenia from 2019. Has been under treatment from then but unable to hold down a job. Apparently the pension rules require a permanent disability certificate.
There is lack of clarity on disability certification for psychosocial disability - apparently the process keeps changing and is not uniform. We need to freeze on one process otherwise people will keep adding iterations based on individual's whims.

Certifying mental illness as a disability using IDEAS scale leaves scope for subjectivity and assessments vary from professional to professional. There are unhealthy practices, pressures etc. Usually those with 80% or more disability get permanent disability certificate. Employers insist for a separate certificate stating that the person with disabilty is unable to earn livelihood.
We need to have an assessment tool which has least scope for subjectivity.
