Dear All

I learnt about the 15by2015 campaign at a mini workshop "15by2015:
Strengthening primary health care in developing countries" at the
Network: Towards Unity For Health (TUFH) 2008 Conference (Bogota,
Colombia). The 15by2015 campaign proposes that by 2015, 15% of the
budgets of vertical disease oriented programmes like HIV/AIDS, TB, and
malaria be invested in strengthening local primary health care systems
in communities around the world. It appears that the campaign was born
at the 2007 Network:TUFH Conference (Kampala, Uganda)

Partly because of my own recent experience with the inadequacies in our
primary health care (compared to the vertical programs) and mainly
because of the passion of the workshop facilitators, I thought I must do
my bit by sending by requesting you to have a look at the editorials
attached and to sign the petition, the link to which is provided below.

http://www.15by2015.org/index.php/petition/

The editorials attached are:

1. Funding for primary health care in developing countries: Money from
disease specific projects could be used to strengthen primary care. BMJ
2008; 336:518-9.
(Related analysis in the same issue: Is the declaration of Alma Ata
still relevant to primary health care? BMJ 2008; 336: 536-538)

2. Strengthening primary care: addressing the disparity between
vertical and horizontal investment. British Journal of General
Practice, 2008; 58: 3-4

I have also attached a recently published analysis of global health
financing; the issues are different, but the numbers are revealing.

Misfinancing global health: a case for transparency in disbursements and
decision making. Lancet 2008; 372: 1185-91

Please make the time to have a look at the editorials and/or to visit
the 15by2015 website to sign the petition. Please forward to all your
friends and colleagues. Numbers (the more the merrier) and
influence/connections are equally important. The plan is to launch the
campaign at the 30th anniversary meeting of the Alma-Ata Primary Health
Care Declaration. The meeting is scheduled for 15-16 Oct at Almaty in
Khazakstan.

Thank you so much

Blessings
