| VACANCY Artsen zonder Grenzen (MSF-Holland) is an independent, international organisation, which offers emergency medical aid to victims of emergency and chronic crises and speaks out about their suffering. As per January 1st 2009, the Public Health Department is looking for a fulltime: Mental Health Advisor for a period of 3 years The overall purpose of MSF is to preserve life and alleviate suffering while protecting human dignity and seeking to restore the ability of people to make their own decisions. MSF accomplishes this through the provision of medical aid and a personal commitment to act as witness to events surrounding populations in danger. This work is essentially performed in periods of crisis, when a situation is no longer held in balance and the very survival of a population may be threatened. The underlying basis for realising its objectives is respect for medical ethics, humanistic ideals, human rights and international humanitarian law. The Public Health Department (PHD) of the Operations Centre Amsterdam (OCA) supports the overall purpose of MSF, providing medical and public health leadership for the organisation. The department is responsible for providing strategic direction and integrated advice on medical and public health issues to the field and headquarters (operational managers). The PHD plays a key role in developing and maintaining the medical humanitarian identity and image of MSF-OCA, and in continuing to develop and improve intervention strategies so as to be relevant and effective. The Health Advisor plays a critical role in this, translating medical and public health strategies into field operations. The department is made up of a group of generalist Health Advisors (based in Amsterdam, Canada and Germany working directly with operational managers and the field), and medical and public health specialists (nutrition, water and sanitation, mental health, HIV, etc) so as to provide expert support in a range of fields. Position within the organisation: The Mental Health Advisor (MHA) will be line managed by the head of the Public Health Department. The post holder will work in close consultant with the partner MHA on strategic issues and be responsible for support to a specific portfolio of countries. The MHA will work collaborate with the Health Advisors and other specialists in the department and functionally manage the field Mental Health Officers. Main objectives of post: - To initiate and develop the organisation's strategy and research in the field of mental health and to integrate it in the general public health strategy; - To support the mental health programs or parts thereof in the projects; - To promote - the need for - the organisation's activities in the field of mental health and to promote the organisation's vision of the developments in that field. The Mental Health Advisor will: - Lead development and implementation of mental health policies and programs in MSF-OCA - Initiate and support the operational realisation of mental health programs within the strategic framework and safeguards/promotes the quality of these programs; - Analyse and interpret relevant project experiences and scientific studies/developments in the field of mental health; - Coordinate or carry out assessments for the need of mental health interventions; - Initiates and supervises operational research in the field of mental health to promote the development of the organisation's overall Mental Health policies and strategies; - Promote and develop training programs for MH activities across the organisation. Profile and Qualifications · Clinical psychologist or psychiatrist with strong clinical and programming experience in international settings · Relevant experience with planning and implementation of mental health interventions in resource poor settings and humanitarian emergencies · Experience in HIV/AIDS and counselling and testing (CT) desirable · Proven analytical skills and strategic thinking · Research skills with publication in peer reviewed journals · Knowledge and experience in the humanitarian world with MSF-specific experience an advantage but not a pre-requisite · Commitment and passion for the goals and work of MSF; · Willingness to spend a significant part of his/her time in the field (approximately 40%) to advise and support projects · Willingness to support emergencies up to 6 weeks per year · Fluency in English with excellent writing, communication and training skills · Working knowledge of French and/or other languages including Dutch is an advantage We are offering: · A gross monthly salary between € 2,730 and € 4,042 depending on relevant professional work experience and based upon a 40-hour working week · A stimulating, professional working environment in an international organisation · Attractive secondary benefits such as 30 holidays and a premium free pension · The position will be located in the Netherlands (Amsterdam) More information?
