Hello I'm wondering whether you can do block partition method through maxent GUI? or at least how to import the settings from ENMeval

The answer is no if you're using the GUI -- you can only do random partitions through it. ENMeval is pretty easy to use (see the vignette), so you should be able to run Maxent with the settings you want if you use it.
