All,
I have finished using the North America light pollution overlay with Google
Earth to put together some pages on the US Federal Class 1 Areas and how
they are impacted by light pollution. Here is the study:

These are areas that are protected by the Clean Air Act and requires the EPA
"to establish rules to remedy any existing visibility impairment and prevent
any future impairment in Class 1 federal areas resulting from manmade air
pollution"
