Do Baltimore Police know about the 3 foot passing law?

Hey, i ride to and from work weekdays. I work in downtown Baltimore. When i ride home, up Baltimore street past the police headquarters. I can't tell you, how many times i get passed by police cars? they pass within inches of me. I'd bet you any amount, they don't even know the law?
