Good afternoon Senators,
My name is Pilar Malilay. I am a registered nurse and retired after
working 40 years for the people of Guam at Guam Memorial Hospital. I
am also a long-time registered voter from the village of Tamuning.
I come here to urge you to vote yes on Bill 309, the Child's Right
to Live Act. You see, I have experienced the ugliness and atrocities
of abortion first hand. In the 1970's soon after Roe v. Wade, some
doctors were performing second and third trimester abortions on teens
and women at GMH. They typically used a procedure called saline
abortion. This was done by removing the amniotic fluid and injecting
a saline solution, with some chemicals, through the abdomen and into
the amniotic sac of the mother to induce contrations. After this was
done in their offices, the mother was instructed to go to GMH when she
started contrations or was bleeding. I will never forget the day a
teen mother delivered her child this way. The baby boy, fully formed,
was alive and kicking its feet in a hospital basin after coming
through the birth canal. His outer layer of skin was burned from
saline solution.
I became a nurse so that I could assist those in need. It angered me
that I couldn't do a single thing to help this baby because the
doctor's orders stated not to touch and to call him. If Bill 309 was
law thirty-five years ago, then there would have been something I
could have done. And perhaps, this island would have been a better
place because that child was allowed to live.
I support Bill 309 and urge you all to vote yes on this bill and on
any bills that will end the atrocity of abortion. Thank you.
