The Honorable Frank Aguon, Jr., Chairman
Committee on Health, Human Services and Homeland Security
30th Guam Legislature
155 Hesler Street
Hagatna, Guam 96910

cc:   All Senators

Dear Mr. Chairman Frank Aguon Jr., and Senators,

I do not envy your position at this critical moment, and the challenges you are currently faced with to take this "responsibility".
I pray for your strength and courage that God will pour His graces upon you to be His proponent of the truth.

The many helpless and innocent lives of babies, who survived and will survive abortion, will depend on your decision that will allow them to live.

The task you are given at this time  "to uphold a child's right to live & to protect a child's life" in its very core of existence from conception to birth, and as "Co-Protector" with the Creator, lies in your hands to uphold one of His commandments:

                                                                 "Thou Shall Not Kill"

I'd like to quote from the Bible the gospel of Matthew:

The Two Foundations:      Matthew 7: 24-27
"Everyone who listens to these words of mine and acts on them will be like a wise man,
who built his house on rock.  The rain fell, the floods came, and the winds blew and buffeted
the house.  But it did not collapse;  it had been set solidly on rock.
" And everyone who listens to these words of mine but does not act on them will be like a fool
who built his house on sand.  The rain fell, the floods came, and the winds blew and buffeted
the house.  And it collapsed and was completely ruined."

So which one would you want to be?

Your personal agendas are not to be considered as part of this process. Rather, your duty is very specific as one who has taken the oath "under God", to uphold one's right, and the inalienable right as a human being to be born, protected, and a part of creation.

The capacity of your office to uphold the TRUTH and protect every single human being to life from the atrocious and malicious practices being committed, is one that the people of Guam depend and rely on.  All I ask of you, is not to support those who try to undermine the existence of human life, be it in the form of same sex marriage, and other bills against the sanctity of life.   To paraphrase from the Bible:

The Massacre of the Infants...  Matthew 2: 16-18
When Herod realized that he had been deceived by the magi, he became furious.
He ordered the massacre of all boys in Bethlehem and its vicinity,
                                                             two years old and under,
in accordance with the time he had ascertained from the magi.

The devil is very cunning in his ways, and only with the Divine grace, will one be able to discern and recognize such an evil device. This same event that occurred in the history of Christianity, is taking place right now in our present generation, mimicking the tragedy to annihilate the lives of babies while in the wombs of women, with the help of abortionists who have taken into their hands, the practice of infanticide.  Yes, Herod does exist in our modern generation.

Have you ever wondered "WHY" bills such as same sex marriage (bill 185) is being recommended into law?  Doesn't that tell you that this is another measure to reduce the Christian population and deviate from what is morally right?  It has already began its process with abortion, and to legalize and accept this bill into law, is to undermine the procreation of life.

Laws are established to maintain order among the people for the greater good of all, and not for personal gain.  The law is to protect and not harm persons and property based on moral beliefs, human condition that sets out a purpose that our island is called upon.   Law is to guard against the inevitable immoral acts that could engulf humanity.   As St. Augustine asserts that law was a natural necessity to curb man's sinful nature, held its weight in this field for many centuries, and as Thomas Aquinas held it to be a natural foundation for the development of human welfare.

Many minds and hearts have now been infested and maligned by the evil plans, and strategies to destroy life.  Would you align yourself with this atrocity?  Think about it.  Pray about it.  When you do, pray that you may be enlightened in your heart and mind to the gravity, the weight and the severity of the very decision that you are about to make.

I cannot be more blunt to say that satan is the author of all evil and death of the soul, and he has cunningly strategized and maneuvered the minds and hearts of men, to think otherwise of what is righteous before the eyes of God.  I can not spell it out any other way.........

either you are with God or you are against God.
                                                                   The choice is yours.

And before I end this, please allow me to quote our great President Ronald Reagan whom many so admired:

"We cannot survive as a free nation when some men decide that others are not fit to live
and should be abandoned to abortion or infanticide.  My administration is dedicated to
the preservation of America as a free land, and there is no cause more important for
preserving that freedom than affirming the transcendent right to life of all human beings,
the right without which no other rights have any meaning."

" They say the world has become too complex for simple answers.  They are wrong.
There are no easy answers, but there are simple answers.  We must have the courage to
do what we know is morally right."

Mr. Chairman & Senators, the lives of these innocent babies are in your hands.

Respectfully,

Cecilia Shelly
