I've been talking with some IT folks in Washington about some long term law enforcement and other first responder communications issues and we started talking about implementing a levee failure video surveillance/sensor system. It seems that this EchoStorm system not only could monitor a massive number of levee locations/stations storing and distributing the data/video at the same time but it can also distribute the same data to an extraordinarily large number of consumers.
 
What does this mean? If such a system had been in place along the 17th St. Canal all of the various governmental officials (federal, state, municipal) would have been notified at the same time. You could even implement a protocol that would also distribute apropriate data to any facility that might still be occupied and is in harm's way, plan placed personnel in the field, engineers who could evaluate the data and video, even the helicopters that would start dropping the sandbags.
