Updating to 228 didn't help.

This message indicates that somehow AlmostVPNServer lost its "setuid" permissions (or maybe have not got it in the first place).
Try to remove ~/Library/Application Support/AlmostVPNPRO and then start AlmostVPN Pref Pan again. You should be asked for your user name/password (the same way as when you install AlmostVPN for the first time).

Thanks! That did it. I had tried various installs and chmod/chown
stuff, but I missed the suid bit.
