Welcome to the 2nd edition of the North Star Gazette!  As the weather has transitioned from summer to fall in Seattle, the City Council has transitioned from working on the Comprehensive Plan to tackling the Budget!

There's a lot of activity throughout our district and the city. We're excited to share news and updates with you. In the midst of challenges, let's not forget the good that happens in our neighborhoods, in our communities and with one another. Let’s continue to come together for good and to keep District 5 and Seattle the vibrant and welcoming city that we know and love.

City of Seattle 2026 Budget Proposal 


Seattle Mayor Bruce Harrell released his proposed 2026 budget on September 23. Seattle follows a biennial (two-year) budget process in which the City Council approves funding for year one while endorsing the amounts for year two.

What happens next?
From now until November, there will be a series of budget meetings. You can find the full budget calendar and key dates on the City Council Budget Basic Web page. There are opportunities to provide your feedback, remotely and in-person. The next public hearing is November 6. You can sign up to speak remotely at a public hearing Council’s Public Comment Web page. You can also submit written comments directly to your councilmember or to all Councilmembers through the City Council website. 

 
The Seattle Mariners Make the Playoffs!
The Seattle Storm wish the Mariners good luck in MLB Playoffs
Congratulations to the Seattle Mariners on clinching the ALDS! This is the first time in 24 years (since 2001) that the Mariners have played in the ALCS. They face the Toronto Blue Jays in a 7-game series, if necessary. With two wins under their belt, they meet again for Game 3 on Wednesday, Oct 15. Go M's!

Thornton Creek Construction Update

Emergency Sewer Repair Project Update
In January 2024, Seattle Public Utilities (SPU) was alerted to a sewage spill at NE 125th Street and 24th Avenue next to Thornton Creek. Crews discovered a collapsed sewer pipe about 14 feet underground. The pipe collapse caused a void to develop above the sewer main which abutted a home and severely damaged a 15-ft rockery owned by the Seattle Department of Transportation (SDOT). If SPU had not initiated an emergency project to fix the void and sewer line, the house and NE125th Street would suffer damage, and Thornton Creek would be at risk of additional raw sewage spills.
 
SPU’s emergency response was to stabilize the area around the void and to bypass the sewer flow around the collapsed pipe. After all the required permits were issued in February 2025, SPU emergency contractor began to repair the pipe, replace the failed retaining wall, and restore the private and public property. In April 2025, the contractor discovered a power conduit which had to be relocated, suspending work on the repairs until June 2025. Due to supply chain issues, the project is now expected to be completed by the end of November.

The D5 team was recently invited to the Woodland Park Zoo to hear about their planning for the future and an update on their long-range facilities plan. 

The Zoo wants to hear from you! Participate in the Community Voice Survey to help guide plans for updates that strengthen the zoo’s commitment to conservation and sustainability, celebrate diversity, and build deeper connections across people, animals, and nature.
 

2025 Community Safety Request for Proposals

The 2025 Community Safety RFP is open, until November 12. The City of Seattle Human Services department (HSD) Safe and Thriving Communities (STC) Division is investing in a continuum of services supporting people and communities in Seattle that are directly involved in, and impacted by, gun violence.

  • Funding Available: Up to $14.7 million
  • Priority & Focus Population: Youth and adults (ages 10-35) and their families impacted by and/or involved in gun violence in Seattle, and those of Black/African American/African Descent
  • Place-based Service Areas:
    • North Seattle
    • Southwest Seattle
    • Central District
    • Southeast Seattle
What's funded

Through this RFP, HSD will select organizations to provide services across a continuum of prevention, intervention, and restoration strategies with the goal of further reducing gun violence.
