Everyone has screamed for less red tape. No one wanted power level based off of ML. Well we are trying to accommodate.  However this puts much stress and responsibility on the local Charter Storyteller. Charter level no longer means its low approval so I can have it. Just the opposite it means the CST must approve your characters thoroughly.

If you charter storyteller says no then my suggestion is you make another character and move on as it is their responsibility to keep the game balanced in your area. Failure to keep your local charter balanced can result in other charters refusing to interact with your charter. This is completely within their rights to do so. If you feel that your approval is denied due to unfair reasons then you may appeal to the Council Level.

In my experience people tend to forget that the game is not only about the fun of one person but the fun of all players. If your concept is only to be disruptive and destroy the fun of others then perhaps the LRA is not for you. We are here to have fun as a group. Realize this does not mean you should always get your way and be able to break the continuity of the game. If you are playing a Garou the fact is you can't play it like a Vampire and expect the character to live. Remember characters die and it's only a sheet of paper in a game.

Charter Storytellers I encourage you to look at yourself like a regional storyteller in authority. You are the key to keeping this game from becoming a total joke in power levels. If you have 5 players in a charter it is common sense that a game that small can not handle numerous elders and rarer clans. If you say no for good reason I assure you Council will not overturn you.

In addition to the more approval capability we are giving the Charter Storyteller the ability to desanction characters within their own charter that they feel are becoming game disruptive or being played incorrectly. Charter Storytellers should not use this power lightly. I suggest a three strike policy where you attempt to work with the player to correct the problem. If the player disagrees with the ruling and has discussed their complaint with the CST with no resolution then the player can appeal to Council for reconsideration of the desanction decision.

Both sides will be asked to provide evidence of the situation that lead to the desanctioning. Charter Storyteller decisions will not be over turned lightly. Please note Council retains the right to desanction characters as well for just reason. I trust with the power given to the Charter Storyteller and Administrator that charters will think seriously before they vote someone into office.

As for reporting, reports will be due every 3 months. We ask that in that report that a Storyteller includes the plots they plan for that quarter so that a global game can be promoted. Administrators this allows you plenty of time to update and audit your members Service Award logs before submitting them. See below for the list of department emails.
