explanation of vci result

Hi,
I'm wondering how to explain the vci results from lascaonopy.
I assume that the vci in lascanopy is calculated based on this reference: van Ewijk, K. Y., Treitz, P. M., & Scott, N. A. (2011). Characterizing forest succession in Central Ontario using LiDAR-derived indices. Photogrammetric Engineering & Remote Sensing, 77(3), 261-269, which provide a vci formula in the table 1. Please correct me if I'm wrong.

Also, I observed the explanation in previous question that -vci 0.1 means VCI with 0.1 m vertical slices from 0.1 m to 10000 m (vci 0.1).
I'm wondering how the 10000m height come from.

Besides, I'm confused by why if I increased the vci vertical slices (eg. from 2.5m to 20m), the value get lower given that the max height of the trees are around 16m.
