With the decreasing payout by S.D.B. as a pensioner ages, is anyone
aware of a simple method of determining its insurance value at any
particular time?

Have a look at this URL -
http://www.admfincs.forces.gc.ca/pension/survivor-faq_e.asp?sel=&font=large#Q3

Example:

1. salary at release - $40,000 - SDB payable $80,000
2. contributions per month (until age 61)- $8
3. SDB benefit before age 61 - $80,000
4. 1st reduction (age 61) contributions per month - $7.20
5. SDB payable - $72,000

The Public Service and the Canadian Forces have initiated class actions
concerning the Supplementary Death Benefits (SDB).
