Alan Cave Leaving DWP

I've just seen a new announcement on the Indus Delta website.  It says that Alan Cave has decided to leave the DWP and to join Serco instead.

Alan Cave is/was in charge of delivering the Work Programme scheme (and I think, but I'm not sure, that he has also been in in charge of delivering some/all of the other W2W schemes as well.}

The only time I've ever seen or heard of Alan Cave was when he gave oral evidence to the Public Accounts Committee back in May 2012.   I thought that he acquitted himself well during that session.  He seemed to know exactly what he was talking about and he didn't fidget and wriggle, unlike the unimpressive Robert Devereux, so I think it is sad to see Alan Cave leaving the DWP.

I wonder whether those pusillanimous pollies have decided to sacrifice Alan Cave in an effort to hide their own ineptitude with the Work Programme scheme and the looming disaster called Universal Credit?

Still, doubtless Serco will pay Mr Cave handsomely and there is probably a nice, fat, gold-plated Civil Service pension for him to collect as well.

Also, with Alan Cave on the outside of the DWP, Serco might be able to force some genuine improvements in the design and delivery of the Work Programme scheme - or at least, I hope so!

Well this is what he said in July 2011 at the start of the WP. Not what I would call great success, and now leaving in November, - just before the results. Leaving a sinking ship?

Mr Cave said the DWP are keen to establish a simple and transparent performance framework for the Work Programme which looks at programme outcomes in a rounded, “whole system” way. 

He outlined a number of principles for the monitoring of Work Programme performance, including: a smaller number of common metrics; a “single version of the truth”, from one central team; a pledge to measure actual performance, not promises; full transparency

Mr Cave stated the DWP expect to be able to start using their formal governance framework to assess ongoing Work Programme performance by the end of July.

Ah but he didn't say which July!  July 2011? - no too early, July 2012 then? - the silence was deafening, maybe 2013, or 2014.
