I think that the website you have quoted overstates the case for a "conspiracy."  

I don't think the ConDems are brainy enough for conspiracies.   I think the truth is that the current bunch of ConDems are bone idle and hardly any of them have relevant work experience because hardly any of them have been Ministers in an earlier Government and so forth.  

Essentially, a bunch of NEETs are trying to run the country.  Everyone can see - apart from themselves - that they are making a hopeless mess of it but this lot are Biddable Bullingdon Boys.  They have been brought up to "respect authority" and as far as they are concerned the Governor of the Bank of England, for example, is an "authority."   None of their parents would have objected if the Bullingdon Brats had secured jobs at the BoE.   This lot are worse than ordinary NEETs because this lot are Class Conscious NEETs, with a very narrow perception of the idea of social class.

I think it's more complicated than that, with most not knowing what their doing, but some must know that the figures they release are often suspect at least.
I like the way that even they don't now  believe the -0.7 GDP. I'd have predicted -0.3.
