Sitges V (Spain): The railway system transformations and their impact
at the Garraf County
October 16-23, 2010

General Objective
The objective of this UPAT is to reflect on the effects that the
multiple ongoing railway projects (at international, national and
regional level) will have in the urban and territorial development of
the Garraf County. A proposal will be expected on the advisable
actions to take advantage of the new opportunities and to offset the
possible impacts in the territorial structure and land uses, the
mobility, the economic and social transformations and the evolution of
the touristic activity in the region.

Background
The Garraf County is located in the Barcelona, Catalonia, Spain.
Catalonia has 38 of these administrative units. The Garraf has a total
area of 185 square kilometers, with a population nearing 125.000
persons that increases significantly during the summer months with
tourism. There are six municipalities at the Garraf: Canyelles,
Cubelles, Olivella, Sant Pere de Ribes, Sitges and Vilanova I la
Geltrú.
The Garraf County is just now in a turning point related to mobility,
with many projects in development process at international, national
and local level. Former criteria related to this subject is evolving
towards a more sustainable condition, related to the National laws in
Spain, the regional laws and transportation needs in Catalonia and
also to the cooperation and new legal framework within the European
Union.
The combination of all these railway projects puts in place a new
mobility system. From the international point of view, a strong
connection with Europe and the great Trans-European high speed
networks, both for passengers and goods transportation, communicating
to cities and to great ports and production centers. In the national
level, there are the high speed networks that communicate Barcelona
with southern and central Spain. And in the regional level, a full new
mobility system in the metropolitan area of Barcelona that will
generate more intercommunication of the railway systems that don't
exist now, like the hub at the Prat Airport or a railway ring road
around Barcelona.
The new systems of railway communication will change definitely the
social and economic relations of Catalonia with the rest of Spain.
This moment, in the midst of diverse structural changes and
economical, is a good one to study and plan the implications that the
different projects will have in relation to the Garraf County and make
an assessment on how they should affect other important local projects
as the future railway tunneling in the urban areas of Sitges and
Vilanova I la Geltrú.


Team Organization and Selection
ISOCARP encourages you to apply for this UPAT if you have expertise in
one or more of the following subjects:
- Regional Development
- Regional Mobility
- Urban Development
- Economical Development
- Planning of Railway Infrastructures
- Infrastructure impact assessment

The UPAT team comprises a total of six ISOCARP members. (Members of
the ISOCARP Executive Committee are not allowed to apply).
There will also be a Team Leader. He or she will prepare the Terms of
Reference in cooperation with the local authorities and provide
guidance to the team in the process. The Team Leader will also be
responsible for preparing a final presentation and presenting it to
representatives of the city of Sitges and to coordinate, write and
illustrate the UPAT report.
The team members will be chosen by a committee considering their
experience in the core planning issues of the UPAT. At least one of
the chosen members will be a Young Planner. This committee includes
the ISOCARP President, the Secretary General, the Vice President in
charge of the UPAT program and the UPAT Team Leader.

Assignment and Deliverables
The assignment is to develop a set of clear new ideas regarding urban
and regional planning that could help the Garraf County to make the
most of the opportunities set by the new railway network proposals.
These ideas will be developed into a presentation and a UPAT Report.
The UPAT Report, directed by the Team Leader, should be handed in
within two weeks after completion of the exercise. The Report should
comprise a short and powerful text.
The UPAT team should bear in mind that the Report is endorsed by
ISOCARP and hence its quality should be considered accordingly. The
UPAT Report should comprise of all UPAT working documents and
materials produced by team members and should be written in the
English language.

Contribution and Expenses
The Urban Planning Advisory Team is open to ISOCARP Members only.
Their contribution is voluntary (thus without professional or per diem
fees). The UPAT is hosted on initiative of the government of the City
of Sitges and its Major, Jordi Baijet.
The City of Sitges will provide and be in charge of the hotels, meals
and local transportation during the week, as well as a working place,
internet access and local information.
An allowance for international travel expenses will be reimbursed (cf.
actual cost supported by tickets and boarding passes) based on a
travel distance policy. Each participant will receive a travel
allowance of up to € 300 if their trip originates in Europe and up to
€ 500 if their trip originates from overseas.

Logistics
• The location of the UPAT will be in Sitges (Barcelona, Spain).
• Expected arrival date of the participants to Sitges is Saturday,
October 16, 2010.
• Departure should be scheduled on the afternoon of Saturday, October
23, 2010.
• A detailed program will be provided to the selected team.
• Team members are requested to bring their own laptops.

Application
The application should include a letter of intent addressed to the
Vice President in charge of the UPAT Programme, Francisco Perez,
underlying the reasons why the candidate would like to participate and
what would be his/her competitive contribution to the UPAT and a one
page Curriculum Vitae/Resume pointing out the relevant experience.
