Urban Planning Advisory Team (UPAT)
Livable Cities, Singapore
July 25-31, 2010

Background
In May 2010, ISOCARP became a content provider and a knowledge partner
for Philips on livable cities. Philips considers ISOCARP as the
leading international organization of urban planners and as an
essential partner in the broader discussion on cities. ISOCARP
delivers an expert for participation in the Philips think tank on
livable cities. The President of ISOCARP, Ismael Fernandez-Mejia, has
joined the award panel of the Philips Award on livable cities.
The focus of Philips lies in the maintaining and improving people's
quality of life in cities and making cities more livable. This
includes highlighting specific needs for change and defining steps
towards necessary action like improving infrastructure and expanded
access to healthcare. The ISOCARP Urban Planning Advisory Team will
provide input and content for the Philips think tank on livable
cities.
This ISOCARP Urban Planning Advisory Team will be hosted by The
Philips Center of Health and Well-being and will be the held in
Singapore. Representatives of Philips may participate in parts of the
UPAT.
Objective
Cities need fresh new approaches to ensure the future livability and
prosperity of their inhabitants and communities. First of all, livable
cities must ensure the basic needs for food, housing, safety,
utilities, education, healthcare and mobility. Secondly, cities should
make use of the human potential, creativity and talent of their
inhabitants. Third, livability must preserve and restore the natural
assets of cities. Cities can no longer afford to damage their natural
ecosystems. This is a very complex challenge.
The objective of this UPAT is to think 'out of the box' and to develop
simple, practical and original solutions that improve the quality of
peoples' lives and communities in sustainable cities in South East
Asia. These solutions must be implementable and translated into
reality within a few years and replicated in communities worldwide.
The UPAT has the potential to make a valid and crucial contribution to
enhance awareness, to develop strategies and to stimulate activities
that would help cities and communities become more livable,
sustainable and prosperous.
Candidates with one or more of the following expertise are encouraged
to apply:
• Urban Planning and Urban Design
• Regional and Spatial Planning, Management and Development
• Landscape and Environmental Planning
• Health and Healthcare
• Lifestyle and Livelihood
• Regional Sciences and Urban Economy
• Working Experience in South East Asia
• Planning and Design of Eco-cities
Team Organization and Selection
The UPAT team comprises a total of seven Senior and Young Planners.
Four of them will be chosen among ISOCARP members. Young planners are
explicitly invited to apply. The selection will be based on their
relevant experience in specific fields of practice and on their fresh
and original ideas on the objective of the UPAT.
The Team Leader will prepare the Terms of Reference and provide
guidance to the team in the areas of work. He or she will also be
responsible for preparing a final presentation and presenting it to
representatives of Philips and The Philips Center of Health and Well-
being. The UPAT Rapporteur will write and illustrate the UPAT Report
under the supervision of the Team Leader.
The Team Leader, the UPAT Rapporteur and the Vice President in charge
of the UPAT program, will participate in the UPAT workshop. The four
remaining team members will be chosen by a committee, considering
their experience in the core planning issues of the UPAT. This
committee includes the ISOCARP President, the Vice President in charge
of the UPAT program, the Secretary General and the UPAT Team Leader.
Members of the ISOCARP Executive Committee are not allowed to apply.
Assignment and Deliverables
The assignment is to develop simple, practical and original solutions
that improve the quality of peoples' lives and communities in
sustainable cities in South East Asia. The UPAT takes place after the
first and before the second meeting of the Philips think tank on
livable cities. This think tank has 10 members and will meet 10 times
in the next 24 months.
The Philips think tank debates on urban issues and challenges such as
‘How can the health and well-being of populations in cities in
emerging markets be increased?’ and ‘How do you create a city for its
people with a high quality of life?’
The Philips think tank will give directions for the UPAT team and the
UPAT Report. This could be an inspiration paper, a manifest or a white
paper on a certain subject or it could be a reflection on the findings
of the first think tank meeting in June. The UPAT Report will be an
input for the second think tank meeting in August.
The UPAT team should bear in mind that the Report is endorsed by
ISOCARP and hence its quality should be considered accordingly. The
UPAT Report should comprise of all UPAT working documents and
materials produced by team members and should be written in the
English language.
The UPAT Report, directed by the Team Leader and the UPAT Rapporteur,
should be handed in within two weeks after completion of the exercise.
The Report should comprise a short and powerful text.
The UPAT Rapporteur will attend the first meeting of the Philips think
tank on livable cities. He will introduce the UPAT to the members of
the think tank. The UPAT Rapporteur will present the results of the
UPAT report in the second meeting of the think tank.
Contribution and Expenses
The Urban Planning Advisory Team is open to ISOCARP Members only.
Their contribution is voluntary (thus without professional or per diem
fees). The UPAT is hosted on initiative of Katy Hartley, Director of
The Philips Center for Health and Well-being. The philosophy and

ISOCARP will provide and be in charge of the hotels, meals and local
transportation during the week. ISOCARP will also provide the working
place, internet access, local information and the supplies necessary
to produce the final report.
An allowance for international travel expenses will be reimbursed (cf.
actual cost supported by tickets and boarding passes) based on a
travel distance policy. Each participant will receive a travel
allowance of up to € 500 if their trip originates in Asia and up to €
1.000 if their trip originates from overseas.
Logistics
• The location of the UPAT will be in Singapore.
• Expected arrival date of the participants to Singapore is Sunday,
July 25, 2010.
• Transportation will be provided to and from the airport.
• Departure should be scheduled on Saturday, July 31, 2010.
• A detailed program will be provided to the selected team.
• Team members are requested to bring their own laptops.

Application
The application should include a letter of intent addressed to the
Vice President in charge of the UPAT program, Francisco Perez,
underlying the reasons why the candidate would like to be part of the
advisory team, a one page Curriculum Vitae/Resume pointing out the
relevant experience and a short motivation in which the candidate
reflects on the objective in the area of interest to this UPAT.
