Job Title: Documentation Specialist/Technical Writer (Contract)

Location: On-site ( Tallahassee. FL )

Longer term contact role

Contract on W2 only

Key Responsibility:

·        Responsible for the creation and maintenance of IT documentation.

·        Translate technical or complicated information into clear, concise documents for various audiences.

·        Collaborate with Development Quality Assurance and Technical Support teams to produce technical publications, including instructional materials, technical manuals, and product documentation for both IT and the business community.

·        Review, critique, and edit documentation, including design documents, programmer notes, and system overviews.

·        Interview subject matter experts and technical staff to collect information, prepare written text, and organize layout and material.

·        Research information such as drawings, design reports, equipment, and test specifications to fill any gaps.

·        Lead or assist in business requirement gathering sessions (Joint Application Development - JAD).

·        Work closely with customers, stakeholders, and IT software developers to document business requirements.

·        Develop As-Is, To-Be, and other required business analysis documentation.

·        Develop and lead the implementation of business process improvement recommendations.

·        Maintain all project artifacts by Program Management Office (PMO) standards and other documentation as needed to ensure compliance with Rule 60GG-1, Florida Administrative Code (F.A.C.).

·        Responsible for the maintenance of the internal documentation library and overseeing special documentation services and projects.

·        Serve as a liaison with users.

·        Follow a standard set of practices to ensure the integrity and quality of project artifacts.

·        Manage expectations of diverse stakeholders and provide regular briefings to executives.

·        Work independently as part of a larger cross-functional team.

Required Experience:

·        Three (3) or more years of business or technical writing experience and working knowledge of multiple software and graphics packages.

·        Certification in Business Analysis from a recognized professional body, such as IIBA or PMI.

·        Five (5) or more years of experience working as an IT Business Analyst using both Agile and Waterfall methodologies.

·        Demonstrated experience with business and technical requirements analysis, business process modeling or mapping, and methodology development.

·        Ability to document user stories and write business IT system requirements.

·        Experience coordinating business users, technical staff, and architects to analyze and define future operational needs based on use cases and analysis of alternatives.

·        In-depth knowledge of business process design and re-engineering.

·        Ability to coordinate project teams and effectively meet overall objectives.

·        Experience communicating and working within cross-departmental teams, demonstrating strong collaborative skills.

·        Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel.

·        Experience preparing status reports and providing management briefings.

·        Ability to provide excellent leadership and negotiation skills.

·        Strong organizational, project management, writing, and editing skills.

·        Experience leading and facilitating meetings and documentation.

 

Preferred Experience:

·        Proficiency in business intelligence tools (e.g., Microsoft Power BI, Tableau), data analysis software (e.g., SQL, Python, R, SAS), project management software (e.g., Microsoft Projects, JIRA, Trello), and databases/ERP systems.

·        Certifications such as Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA).

·        Familiarity with software development lifecycle (SDLC) methodologies, including Agile, Scrum, or Waterfall.

·        Experience working on state or federal government projects.

·        Experience working with technical programming teams.

·        Ability to take initiative in solving complex problems.

·        Strong communication skills to effectively engage with diverse stakeholders.

·        Knowledge of IT standards and security in a criminal justice environment.

·        Positive team player with high energy and a diligent work ethic.

·        Ability to meet or exceed deadlines and thrive in a fast-paced environment.

·        Experience organizing and prioritizing activities.

 

Education:

A bachelor’s or master’s degree from an accredited college or university in Computer Science, Information Systems, or a related field is required. Alternatively, four (4) years of equivalent work experience can be substituted for the educational requirement or on a year-for-year basis where applicable
