volume discount applied to multiple departments/discount doesn't split to FSA total

Currently we have a volume discount for department 1 when you buy
$100 get 10% off
$200 get 15% off
$300 get 20% off.
currently it is problematic in that there are foodstamp eligible and ineligible  items in that department
so the discount doesn't split apart to the separate totals (see detailed example below),
either the foodstamp total is too high or too low and vice versa with the cash. do you follow?

clearly we should have foodstamp eligible and ineligible items in separate departments.
splitting them apart is fine but i need to preserve the volume discount.
so what i need is a way to apply this kind of discount structure between departments for example:
the customer buys $80 in dept 1 and $20 in dept 2 making for a $100 total
so they get 10% off both those departments.

Any suggestions of a way to accomplish this?
i'm open to store coupon or loyalty coupons that could make this happen.

i saw the "discount dept" field in item maintenance and wasn't sure what that is but hopeful it might help.

I am a bit confused. Are you doing minimum purchase by department (buy $100 in dept. X and get 10% off those purchases) or a minimum purchase by transaction size (buy $100 over several departments and get 10% off the order)?

yes, i should have been more clear. it is a department discount:

dept 1 item

$80

non-foodstamp

dept 1 item

$20

food stamp eligible

dept 1 subtotal

$100





10% volume discount dept 1

($10)

non-foodstamp




cash total

$70


fsa total

$20




even a coupon transaction discount will either apply only to the cash or food stamp balance.
i think this is a big oversight on IBM/Toshiba's part and am surprised they have not dealt with this issue.
it took me a while to understand the confusion the cashiers were expressing and what was causing it.
Marc B is looking into the custom code that controls our discounts but the issue would be the same for anyone.
Have you experienced this ben or do you understand what i'm talking about?

[PARTNER}
JOIN=*MD FILE NUMBER*
allows the discount to be applied across departments.
