HARMONY ORGANIC COMMUNITY GARDEN MEETING MINUTES
November 2, 2008
All decisions and votes taken tonight are provisional. If you disagree with any of the postings below or wish to vote on an item, please respond by December 1st using the online forum. If there are no objections, we will vote to carry over all notes below at the beginning of the next meeting.

Beth read a brief of the minutes from last meeting, highlights only.

Keurl gave us a recap of the CDD meeting. Kerul distributed our most current Mission and expectations document to the CDD members at the meeting. There was no discussion on the garden or further decisions on the location of our garden at that meeting, but we may be able to set up as a sub-section of the CDD for grant eligibility.
Garden members are encouraged to attend the next CDD meeting, which will be held November 20th. Jack Smith and Lisa Lewis were going to collect signatures of residents interested in the garden outside of Greensides on Election Day. This would be to present to the CDD to show the volume of interest in the garden. It was also noted that a Community Garden was listed as an amenity in the latest Harmony Notes.
Kerul mentioned that Greg suggested to Dave that it is very likely that we (garden members) will be responsible for the cost of water for the garden.
There was some discussion on looking into a garden on developer land instead of CDD land. This would possibly allow the garden to come to fruition more quickly, but it would be a temporary situation, until that land was developed (such as the land where the old school was).
Policy topics will be discussed at the next meeting, including
Transferring of plot
If a member has a plot they want to give up, and they want to friend/neighbor to take it over, that friend can take over the plot without having to pay the plot fee, but that friend will have to pay for a membership fee and sign the membership form. Votes Yes: 9 No: 0
Discussion of membership fees being non-refundable.
Discussion of prorating membership fees, suggested that as of August the membership is prorated to $10. This will be tabled until we know more.
We will develop a process for conflicts between plot residents. If members have an issue with someone else, they should take it to the committee in an ‘off-line” environment and the committee will address the issue.
Possible ‘3 strikes and you’re out’ was suggested for those in breach of the membership agreement and/or rules. Topics include unauthorized use of products, and unaddressed issues, such as fungus, bugs, and weeds. Time for rectification of these issues will be determined. It was mentioned that if we give someone a month to fix an issue, and they have three opportunities (months) before they are out, a fungus or bug problem could destroy the entire garden in that time.
Don will look into Grant opportunities and report them at the next meeting.
Discussion of rain barrel usage at a future meeting.
For plant restrictions, it was suggested that (while we have open plots) we dedicate an area for more invasive plants, such as Basil and Mint.
The next meeting has been posted for a Doodle vote. Options are: Saturday, Dec 6th at 4:30 p.m., Dec 8th at 7 p.m. or Dec 10th at 7 p.m.

Interesting minutes and progress. I think mint can be quite invasive, but I've never known Basil to be invasive.

Pam asked me to post this to the group for discussion:
"As discussed during the last Garden Club meeting, we are hoping to present something further at the next CDD meeting (18 Dec.)
It was brought out that hurdle #1 was freedom of access and use for all residents. This hurdle could be argued by the fact that the Boats can not be freely accessed by all residents, by the need to set an reservation, need of deposit information in the event of damage ($250.00 not held but possibly taken from a credit card account in event that damage is found), and the lack of number of boats vs the number of residents.
A further argument to bring forth is; the parks provide sporting activities for the active. The garden club is proposing a project which will allow use of CDD Land to those residents which do not desire or have active sporting limitations.
A third and possible point to bring forward is that the Developer is pursuing "The Green Aspect", an Organic Resident Garden is very green.
