I've been collecting historical information about some of the great products that have been developed for VA through the years.  One of the key products was VX-130.

VX-130 is a government off-the-shelf (GOTS) data extraction and migration system developed in 2008 by Mike Baker as an employee of the U.S. Department of Veterans Affairs (VA) working for the Corporate Data Warehouse (CDW).  Initially, it was built to extract data from 130 VA Medical Center (VAMC) instances of VistA. VX-130 now supports over 163 sites, synchronizing data every five minutes into the VA’s Corporate Data Warehouse (CDW) and Oracle’s Health Data Intelligence platform.

The system was architected and led by Mike Baker, a Health IT Software Architect whose vision and technical leadership shaped VX-130 into a resilient, scalable, and secure solution for VA’s data modernization efforts. His work ensured that VX-130 could bridge the gap between VA’s legacy InterSystems Caché/IRIS databases and the next-generation Oracle Health EHR system.

This architecture has delivered over 226 billion records to Oracle to date, covering more than 22,000 VistA fields.

Key features of VX-130 include:

  • Non-intrusive data extraction that avoids impacting live patient systems.
  • Auto-adaptive code generation based on VistA data dictionary changes.
  • Recovery capabilities that ensure data integrity even during system outages.
  • A GUI-based VX130 Monitor for real-time system health across all VAMCs.

VX-130 is not just a technical solution—it’s a strategic enabler of VA’s Electronic Health Record Modernization (EHRM). It supports data standardization, improves clinical decision-making, and ensures continuity of care across VA and DoD systems.

The system’s success has also influenced policy and intellectual property discussions, with efforts underway to secure provisional patents recognizing its unique architecture and capabilities. Mike Baker, under multiple contracts, has been instrumental in these efforts, and his contributions are widely recognized across VA and its partner organizations.

As VA continues its journey toward full EHR modernization, VX-130 stands as a testament to innovation, resilience, and the power of purpose-built technology to transform Veteran care.

About Mike Baker

Mike Baker is a Navy Veteran and seasoned Health IT Software Architect spanning 30 years of government service. His pioneering work has significantly advanced the modernization of federal healthcare systems. As the architect and lead developer of VX-130, a government off-the-shelf (GOTS) data migration platform, Mr. Baker has played a central role in transforming how the U.S. Department of Veterans Affairs (VA) handles clinical data integration. Under Mr. Baker’s leadership, the platform became the backbone of VA’s data migration strategy, pushing data into Oracle Health Millennium and the VA’s Corporate Data Warehouse.
