Apparently some staff has expressed concern that it will hurt their career if they complain. It seems that plenty have considered it worth the risk.

Clearly the lead of the program has absolutely no intention of ever putting the brakes on this train. Not surprising since that is the attitude of the DOD. However, what the DOD is replacing was rotten to start with.
