Jordan doesn't have anything like FOIA. Nancy can speak to collaboration at a technical level between WorldVistA and EHS in Jordan.

The key piece of technology that has allowed EHS to modernise VistA as a web application is an early (actually simply intended as a proof of concept) version of a REST/JSON wrapper around a generic inteface to VistA's RPCs.  Whilst this version has some performance, reliability and scalability issues, the core utility of the interface/wrapper  has been unequivocally demonstrated by EHS - their web application modernisation of VistA is made possible by them leveraging VistA's RPCs via this interface/wrapper.

I gave a presentation at the last WorldVistA conference about a revision of this interface/wrapper that we've put together - this resolves all the performance/reliability/scalability issues.  As such it now provides a solid foundation for anyone wanting to similarly web-enable and modernise VistA - should anyone be interested in such a thing.
