DRAFT Release Candidate 3 is available at http://tinyurl.com/ygktzrq .
The main changes are found within the hmis:inventory and hmis:pITCount
types, which enable aggregate Housing Inventory Chart and Point In Time
Count reporting, for the Homelessness Data Exchange (HDX, see
http://tinyurl.com/ykurfcx ). Guidance on using this functionality is
forthcoming, but inspecting the two aforementioned complex types within
the linked schema (preferably using an XML Schema editor) will reveal
their simple structure.

An equivalent functionality is being simultaneously developed for the
CSV format.

I don't know how to ask this question perfectly so bear with me.  The new data standards require agencies to update client records on an annual basis while the client is enrolled in a program.  Does the new 3.0 schema include a way to bring these data over as well?

Thanks,
Mary

Mary, if I understand your question correctly, yes, the HMIS schema
supports updates to the records. It contains timestamps for all the
data elements, so the receiving system can determine which data is
newer, updated information. -Eric
