HMIS XML Schema, version 3.0 Release Candidate 1.5

Having incorporated the copious amounts of feedback we've received on
the first release candidate, a 1.5 release candidate is available at:
http://xsd.alexandriaconsulting.com/cgi-bin/trac.cgi/browser/tags/HUD_HMIS_XML/HUD_HMIS_XML_3.0-RC1.5
with a valid instance file as well. RC 1.5 does not contain changes
which reflect the yet to be finalized Revised HUD HMIS Data Standard,
which will be incorporated into RC 2.

RC 1.5 changes made are found in changesets 318 to 379 enumerated here:

Documentation was not changed with RC1.5. RC2.0 will have documentation
modifications.
