recent namespace fix in 2.8 files

If your validation software was having problems automatically validating
against the online HMIS 2.8 schema files, I added explicit
schemaLocations to the main HMIS 2.8 schema and also fixed the incorrect
namespace in the imported AIRS schema. The downloadable package in the
hmis.info portal and the files located at
http://www.hmis.info/schema/2_8/ are all fixed, so I would re-download
them and replace the old ones, if you've already downloaded them.
